Diem, initially known as Libra, was a proposed blockchain-based stablecoin payment system conceived by the social media company Facebook. The project's primary aim was to establish a global digital currency and payment network to serve billions of people, particularly those without access to traditional banking services. The currency was designed to function as a stablecoin, intending to maintain a relatively stable value. Initially, it was planned to be backed by a reserve of various assets. However, following regulatory scrutiny, plans evolved to include stablecoins pegged to individual fiat currencies, such as the U.S. dollar, alongside a multi-currency token called XDM. The project was managed by the Diem Association, an independent non-profit organization whose founding members included companies from payment, technology, telecommunication, and venture capital sectors. Facebook was highly involved in its development. Diem developed its own blockchain, the Diem Blockchain, which was designed to be scalable, secure, and flexible. It also introduced a new smart contract language named Move, intended to prevent digital assets from being duplicated. A digital wallet, initially called Calibra and later Novi, was also planned for use with Diem. The project, first announced in June 2019 as Libra, encountered substantial opposition from government regulators in the European Union, the United States, and other countries. Concerns included monetary sovereignty, financial stability, privacy, and antitrust issues.
